Mariel is a lifeguard concerned with the welfare of people. One day he rescues a suicide at sea and falls in love with his daughter, Margarida Maria, a drug addicted prostitute. The enormous violence Rio de Janeiro goes through and influences Mariel's decision to be a policeman. He gets featured and is called to be security of politicians. Carioca violence is on the rise and Delegate Goulart creates the death squad, of which he becomes the leader, to exterminate members of organized crime. Lucio Flavio is a criminal who draws the attention of the media for the large number of murders attributed to him. To Mariel's surprise, Deputy Goulart is also part of the gang.
