The following four, who befriend each other on board, are among the passengers on the latest sailing into Port-au-Prince, Haiti, the country under the brutal dictatorship of "Papa Doc" Francois Duvalier. The first, native Englishman Mr. Brown, has returned after a three month stint in New York, he who has tried to sell his dilapidated Haiti hotel without success, it which he inherited from his mother. In largely given up on life and as a non-political person, the only thing for which he seems to have any passion is his affair with Martha Pineda, the German born wife of Manuel Pineda, an ambassador representing a Latin American country. The second and third, middle age Americans Mr. and Mrs. Smith, are investigating starting a health food company in the new settlement of Duvalierville. And the fourth, H.O. Jones, is a former British major, a WWII vet, who is in negotiations to sell arms to the government. Brown tries to navigate the situation for these three against the Tontons Macoute, the secret police who are not averse to lethal violence against any threat to the government.
