Youngblood Priest has earned a small fortune as a drug dealer. He lives a life of luxury and controls his own network of low-level drug dealers. He figures that it is only a matter of time to be either killed due to his career or to be forced to kill someone else. He instead wants to have an early retirement. He schemes to acquire thirty kilos of high-quality cocaine, which he can sell for up to a million dollars. Priest and his partner Eddie seek the secret supplier for such high quality drugs. They are contacted by dirty cops, who claim that one of them is the supplier in question. Priest and Eddie make a profitable deal with them. Sometime later, Priest is about to retire. His former mentor Scatter reveals that Deputy Commissioner Reardon is the actual head of the drug smuggling operation, and that Reardon has ordered Priest's death. The dirty cops kill Scatter with a forced overdose in order to silence him. Priest forms a plan to intimidate Reardon into letting him go, by paying contract killers to eliminate Reardon and his family in case anything happens to Priest. Priest has a personal meeting with Reardon, which soon escalates to violence.
