Part of what Dr. Ruth does is administer an experimental drug, Ephemerol, to them to help curb the negative effects of being a scanner. After a scanner, Darryl Revok, causes havoc at ConSec meeting threatening the program in its entirety, Dr. Ruth brings in Cameron Vale, a down-and-out scanner he had long been following who did not know many of the negative issues he was facing in life was due to what he learns is in being something called a scanner. Cameron's role is to neutralize Darryl, who Ruth believes has formed an underground movement for his own nefarious purposes and against the work Ruth has done at ConSec. At at risk to his own well-being and life, Cameron not only has to locate Darryl, but discover his grand plan, which if he discovers the truth will show just how personal it is to him.
