Mayor Bagley is glad to hear that the Governor is coming to town (Clam Cove) announce that his town will finally be getting a freeway. To make sure that the governor is impressed, Bagley readies a parade and instructs Police Chief McGruder to populate the traffic patrol with a temporary motorcycle unit made up of average citizens. But McGruder and his sidekick Sgt. Stonewall pay no ainterest in the budget problems, they have another plan. McGruder hires worhtless losers so the Governor will fire the mayor, leaving his job open for McGruger to take over. Will the Police Chief's plan leave him in power over the town, or will his 'puppets' take on lives of their own?
