While Russ outwardly is the one who may not have graduated in lacking that confidence, it was Chuck who almost did not make it through in challenging any authority over him, his actions which did and continue not to sit well with Lt. Redmon and Sgt. Jumbo Culdane who take any opportunity to show him up to prove a point. And even though Chuck thought he had an in with Russ' sister-in-law Jane Anderson in just being his cocky self, she had another idea in mind in encouraging Harry to be her boyfriend. Immediately following graduation, the three newly minted officers are assigned menial tasks, they each longing for something with more action. So when openings for motorcycle patrol for traffic duty are posted, they all apply, the increased pay which is also a motivating factor. While Chuck's cockiness continues even into this new assignment, he gets a more grounded perspective on his role in this career following a specific incident, he embarking on a new mission with respect to his friends and colleagues even at an increased risk to his own life.
